When viewing a blueprint, What do the different backround colors of the various parts mean? Some are blue, some are orange etc.

Also, is there a way to rotate buildings when moving them?

The colored background on the pieces correspond to the building from which they're built. If you pay attention to all the buildings that are used to make building pieces, they each have a different colored platform that the completed pieces are left. That platform is the color that those blueprint backgrounds correspond to.

Rotating buildings... no. Only custom pieces can be rotated. Custom pieces being anything from a yellow platform building.
